Indra iSafety facilitates the integrated action of all the troops of the new Cemelpa
Indra's iSafety system has been the solution chosen by the new Municipal Emergency Center of Las Palmas de Gran Canaria (Cemelpa) to facilitate the action and integrated management of the Municipal Police, Civil Protection and Firefighters.
The multinational Indra has been chosen to develop and implement the management system of the recently opened Emergency Center of Las Palmas de Gran Canaria (Cemelpa), located in the town of La Paterna, and in which around twenty members of the Local Police are integrated, Firefighters and Civil Protection.
With a total budget of 1.211.000 euros for the start-up of Cemelpa, Indra has been awarded the technological endowment of the room, while the deployment of fiber optics and IP video equipment corresponds to Lumican, company belonging to Etra Group.
Indra's iSafety solution makes it easier for Cemelpa to take an integrated action on these personnel and to attend to emergencies, as used in cities such as Madrid and Buenos Aires, from where all the traffic and security cameras of the Canarian capital are controlled, as well as the coverage of mass events, like the famous Carnival, to be held in the city.
This system allows to take advantage of the information collected by the different smart systems and sensors already deployed in the city in its process of intelligent city, in order to improve the effectiveness of the actions of the security forces, giving intelligent support to the reception of citizen demands and to the coordinated management of actions of the different forces and bodies that intervene in its resolution with a comprehensive and coordinated response.
As they point out from the company, "you cannot understand the concept of smart city if it is not accompanied by an improvement in the security conditions of citizens. iSafety brings together a set of new integrated applications in a single platform, as warning systems, coordination, Control, Response, dispatch and monitoring of resources, communications integration, geographic information or vehicle location systems".
From this center it is monitored in real time, through a videowall configured with large format screens in 3×3, the situation of the city, receiving information from different sources and accessing traffic and surveillance cameras of official buildings and sensitive infrastructures to efficiently coordinate operations.
In addition to work positions for the personnel of the different bodies in the same space, Cemelpa has an attached crisis room, from which commanders can plan and supervise the management of any emergency.
Indra has equipped the centre with communications systems, Recording, location of vehicles and units of municipal personnel, as well as with TETRA radio terminals, that guarantee the availability of communications in the event that commercial networks fail. In the vehicles of the different security bodies, this type of terminals have also been installed to facilitate the exchange of information and sending of orders. Also, in different parts of the city there will be points of citizen attention from which you can contact the center, which will also be integrated with the service 112, dependent on the Government of the Canary Islands.
The Cemelpa has a diaphanous surface of 156 square meters, where the technicians who receive the calls work, surrounded by various support units. As in other emergency centers, a crisis room has been set up, in which in case of serious emergencies the members of the Coordination Centre may meet (Cecopal) and activate the Municipal Emergency Plan (Pemulpa) in the event of a disaster, in addition to other dependencies such as meeting rooms, changing rooms and parking.
In this space will also be the Technical Unit of Security and Emergencies, responsible for the deployment of the municipal emergency plan, together with social media managers on mobility and security, fundamental when it comes to offering recommendations on the occasion of weather alerts or traffic diversions for the celebration of large events.
The start-up of Cemelpa, inaugurated by the delegate of the Government of the Canary Islands, Maria del Carmen Hernandez Bento; together with the Minister of Institutional Cooperation of the Cabildo de Gran Canaria, Antonio Hernandez Lobo, and the mayor of the Las Palmas City Council, Juan Jose Cardona, is the first step in the creation of the control center of the entire city, where in addition to emergencies, the activity of all municipal services is managed and controlled, as lighting, parks and gardens, cleaning, Etc.
